MidAtlantic Clothing Recycling, LLC, 800-353-6621, clothing. It says that it makes a fixed annual payment to D.A.R.E. Small print says "a for profit company" and "donations are not tax deductible", probably because they only "make a fixed annual payment". A 2011 newspaper article in Chicago stated that D.A.R.E. gets $250-300 per box per year.
Mid-Atlantic CLothing Recycling, LLC was formed in 2005 by Robert J Goode (as resident agent), 5-D Gwynns Mill Ct, Owings Mills. Its purpose was to "import, export and trade goods, primarily used clothing, rags and textiles." The name was changed to 5-D Gwynns Mill Recycling, LLC in 2017. A new Mid-Atlantic Clothing Recycling, LLC was formed later in 2017 by Glenn Solomon of 8171 Maple Lawn Blvd, Fulton, MD. Their latest mailing address with SDAT still is 5-D Gwynns Mill Ct. It operates under the Tradename MAC Recycling which was registered in October 2016.
There is no hint of an actual retail store anywhere.

Their website touts the fact that their "charity of choice" is D.A.R.E. The link on their website for "Find a Recycling Location" says "This page has been temporarily disabled by Mac Recycling due to the fact that we have experienced a large volume of theft from our clothing bins". Who would steal that junk? But another link gives the following as locations of their bins in Baltimore County (June 2017):
